Chairman Gallup opened the meeting at 6:30PM.

Lt. Denis O’Sullivan-Candidate for Sullivan County Sheriff
Lt. Denis O’Sullivan introduced and gave some background information on himself to the Board.

Mike Durfor, Chairman Harbor House Livery Committee
Mike Durfor gave the Board an update on the work that the Better Future Alliance has done six (6) months into the agreement. In Mike Durfor’s opinion, the Better Future Alliance is committed to this project. The following is the work done to date:
Completed:
•Collect all background information and data
•Measure and develop architectural drawings of existing buildings
•Identification and review of approximately 15 potential use options
•Determination of two most promising options-food hub and music institute
•Research of both options and physical compatibility analysis
•Determination of music institute as most viable and compatible option
•Research of music institute operational and program requirements
•Development of concept plans for a music institute use
•Vetting of plans with music industry professional
In Progress:
•Develop preliminary business plan for a music institute
•Further refine concept plans
•Prepare a preliminary construction cost estimate for project
•Develop a marketing/information package for prospective funding sources/donors
•Meet with HHL committee to develop best strategy for funding campaign and specific “asks”
Future Objectives:
•Fundraise
•Identify and assemble development team
•Exercise option for building
•Begin project implementation

Sergeant Cobb-Surplus Equipment
•Sergeant Cobb came to the Board to request permission to sell miscellaneous “outdated” equipment for scrap metal. Chairman Gallup suggested to first see if any other, Town Departments could use the “outdated “equipment for parts, and if not, sell for scrap metal. Motion to authorize the Police Department to dispense with their outdated equipment in the preferred manner by Selectman Trow, seconded by Selectman Hastings. Unanimous.
•Sergeant Cobb stated that there was one more piece of “surplus” equipment that does have some value, but not to Sunapee Police Department. The item the MP-5 is an automatic 9-millimeter weapon, restricted to law enforcement and military use. It was purchased with Police Benevolent Association funds, when the Special Operations Unit was still in the area. This weapon is no longer in use by agencies in the state and other tactical teams are going away from this weapon. The Sunapee Police Department has reached out as far as Kentucky to find an agency who would be interested in this weapon.
If they were to take the weapon, they would take some parts out of it to resell and destroy the receiver, which is the registered gun. The Department is looking to trade the weapon for two (2) Eotechs, which are holographic sight that would mount to the department’s existing rifles. The trade value will be $1,078. Motion to allow the Police Department to dispose of their automatic 9-millimeter weapon in the best means possible by Selectman Gottling, seconded by Selectman Hastings. Unanimous

PUBLIC COMMENTS     
•Mrs. Jan Bettencourt asked if the Harbor House Livery was asking the taxpayers to fund this venture. Chairman Gallup stated not at this point, but the Town has entered into an agreement with Better Future Alliance to get a broader perspective on the future uses for the building. Mr. Don Bettencourt asked if there was a deadline in selling the Harbor House Livery, Chairman Gallup stated there was not a deadline.  
•Al Peterson was a little less than optimistic regarding converting the Harbor House Livery into a music institute or recording studio. Al Peterson wanted to know if any of the Music teachers at the school has been asked their opinion on the project.    
•John Augustine voiced his dissatisfaction regarding the decision to convert the Harbor House Livery building into a music institute and wanted to know who the committee talked to before coming up with this idea.  

SELECTMEN ACTION
Motion to approve the documents concerning the Lake Sunapee Bank Loan for the new Abbott Library by Selectman Gottling, seconded by Selectman Hastings. Unanimous
•Chairman Gallup read the addresses of the four (4) tax deeds that are on mobile homes. The taxes are only on the mobile homes, which are on the property of another. Motion that the Board waives the four (4) tax deeds mentioned by Selectman Gottling, seconded by Selectman Trow.
•Donna Nashawaty stated that the NH Department of Labor would be conducting a safety inspection on Thursday, May 1st on all occupied town buildings. Donna Nashawaty went on to say that, the Town has an active Joint Loss Management Committee that meets quarterly and inspects every town building on a four (4) year rotating basis. The committee updated the safety program from 1999. Motion to adopt the Sunapee Safety Program by Selectman Hastings, seconded by Selectman Trow. Unanimous
Motion to adopt the Information Booth Attendant job description by Selectman Trow, seconded by Selectman Gottling. Unanimous.
Motion to approve the KGD (Anchorage) Entertainment License by Selectman Gottling, seconded by Selectman Trow.. Unanimous
Motion to approve Dana Ramspott and Faith Reney as full members and Eileen Stiles as alternate member of the Harbor House Livery Committee by Selectman Hastings, seconded by Selectman Trow. Unanimous
Motion to approve the Lake Sunapee Bike Race to be held on Saturday, May 17th by Selectman Gottling, seconded by Selectman Hastings. Unanimous
Motion to approve the revised Sullivan County Humane Society Furry/Scurry 5K run/walk to be held on Saturday, May 25th on the Sunapee Harbor loop by Selectman Trow, seconded by Selectman Hastings. Unanimous







CHAIRMAN’S REPORT
Chairman Gallup asked the Town Manager if she had any luck in hiring a surveyor for the old Abbott Library property. The Town Manager replied that she did hire a surveyor for under $1,000 and should have the survey by the end of next week. The Town Manager has also solicited a few Commercial Appraisers, but do not have the pricing. Michael Marquise will be available for the June 30th visioning session. The Town Manager has been working with the Town Attorney on the two (2) cy-pres.   
•Selectman Gottling attended the ribbon-cutting ceremony for the biomass plant.
•Selectman Hastings stated that the school would be preparing some questions for the June 30th library visioning session.

TOWN MANAGER REPORTS
The auction for the town surplus equipment is Saturday, May 17th at 9:00am 144 Clinton Street in Concord.
•Sunapee Green-up Day is Saturday, May 3rd from 9-Noon
